The title says it all, because I tend to ask lots of questions when it comes to a board that uses stat-type setups like this one does (percentage thing so confusing @.@)
Anyways, question number one: I noticed that the equipment in roleplay battle and stat battle must be different, as are materia, leaving for a choice of initial weapon for stat battles. In that case, since I made a list of Momo's forged and unused weapons, can I use her most basic forged weapon, Seven Fang, as her initial weapon or does Monohoshizao work fine (not sure if it would, since the Materia it can hold...)? And for the other initial equipment, the things I gave her for armor and accessory before were straight from the game. Can those be initial or do they need to be something else?
Question number two: I saw something like this in the Battle Square:
HP- 100% MP- 40 Damage- 15% Hit%- 0
What determines our HP, MP, Damage, and Hit%? Is it standard set like that? And how exactly do the damage percentages work out? After scouring the rules, I didn't find anything much explaining the whole battle percentages and stuff that happens in stat battles.
Not that I see myself doing much of the stat battling stuff, but if I ever fall into a time when it's required of me, I like to have all my bases covered.
More questions will come eventually, so please bear with me. ^^;

Notice that everything that you've read in the Battle Square section applies there and there only. Meaning, in the role play section, you can have whatever weapon, Materia, Limit Break or anything else, if you want your character to have them, without the need of purchasing it in one of the stores. The initial weapon in the Arena battle is the weapon your character uses if you've not purchased a weapon for him/her. Meaning, no matter what kind of weapon it will be, it will always have the same stats as everyone else's initial weapon. Same goes for the armor and accessory. Also, if you have not purchased any before, you won't have any Materia. The HP goes by percentage rather than an actual value, meaning that every character/monster has 100% total HP. The MP is determined by your Materia rank (the forum rank, basically, which depends on your number of posts). The damage and hit% are determined both by your weapon (the initial weapon has 15% and 0% respectively).
Hope this will help clear any misunderstandings.

Oh ho, that makes sense. And you only need money for buying equipment and etc if you do the Battle Square thing, right?

Exactly. Each member gets 10,000 gil upon being approved, and the rest is won through different ways.

Question Four!
Weapons. It seems the only Weapons Shop is one where people get custom weapons of their own. My question is if the weapons that are on sale there are ultimate weapons or just weapons stronger than initial equips?
And Five is about their stats overall: Is it all decided by the staff alone or do the ones getting the weapons have a say in it at all?

You'll have to address Oweed for this question, as managing and deciding weapons stats and the weapons themselves is his part.

New question!!! ..... What's WRO? I saw it in a suggestion topic and got confused. World Reform Orginization = W.R.O. Formed as a government by the people, for the people, after the fall of ShinRa. They are basically a military/political orginization that helps in times of crisis as well as keep the peace.

However, if I may chip in, the WRO doesn't look down apon fighting overall. WRO (It's really the World Regenisis Organization, if you don't mind that I correct you) uses any means necessary to maintain a peaceful world, especially after the JENOVA, Sephiroth, and Omega Weapon crisises.
Also, to answer your questions 4 and 5, the Lost Grounds is the only place you MAKE weapons. I'm not entirely sure about buying pre-made weapons. If there is, I don't think that they'll be the Ultimate Weapons, more along the lines of more powerful than your initial weapon(s).
Question 5's answer depends on what you mean by stats. The overall stats for weapons to be made are chosen by the mod or admin constructing the weapon (For an example, take a look in the Lost Grounds Weapon Shop.) Now, you may observe that in the LGWS people choose to have a personal weapon, or a custom weapon. The difference is that a personal weapon is powerful and made for your character only, but is extreamily expensive. Custom weapons are made for any member using that weapon, its stats are lower, but its not as expensive as the other type. So, to answer your question, it matters on which type, personal or custom, that you request. I hope this helps you better understand how things go here in FD!
