Concerning your first question Ultimate Illusion, anyone's allowed to control NPC's. The main rule is whoever introduces the character, controls the character.

As for how many characters you play, you are allowed to take on a maximum of three (3) diffirent characers. More info on this topic is stated in the Rules section.

And lastly, this RPG takes place during the events of Advent Children, but quite frankly, you can mess up with the timeline a bit. As I've said quite one too many times before: This is our world now - anything goes.
